How to prevent the HR or Planning-manager from modifying/creating their own timesheets?

You can prevent your scheduling managers and HR managers from modifying their own timesheets.

Go to the Team menu → Users → Profile → Settings

Uncheck the "Allow modifying own timesheets" setting.
